Enacted in 2002, CIPSEA ensures that personal data provided to government statistical agencies is used solely for research and analysis, not for enforcement or regulatory purposes.

CIPSEA promotes inter-agency data sharing while maintaining confidentiality, allowing federal agencies to produce more accurate statistics without compromising individual privacy. For instance, data collected on health, employment, or education can be shared securely between agencies to inform policy decisions.

Privacy advocates have praised CIPSEA as a model for balancing the need for reliable data with the protection of personal information. "CIPSEA gives Americans confidence that their data is safe, while enabling governments to make informed decisions," said data privacy consultant Rachel Greene.
