Standards for Survey Design and Methodology

Statistical Policy Directive 3 provides detailed guidance on survey design, sampling methods, and data collection techniques.

Its goal is to ensure that federal surveys produce accurate, reliable, and reproducible statistics.

The directive recommends using probability-based sampling, minimizing nonresponse bias, and adopting modern survey technologies where appropriate. Agencies must document their methodologies transparently to allow external evaluation and validation.
